Modi and Sharif have set a stage for dialogues to take place about Kashmir. However, they have to face a plethora of challenges in order to make this happen. A number of strategic experts on both sides remain skeptical about whether the steps taken will be sufficient to bring any real momentum in the overall state of affairs. A main reason for this is that Sharif and Pakistan’s civilian leadership don’t hold a controlling stake in Pakistan’s foreign and security policy. To add to this dilemma, there is also the problem that there exists an ISI who are against peaceful relations.
